Abstract

The present article contain an analysis of the concept of decentralization, determining its scope in relation to the different organisms existing in the State, in particular regarding the power to approve their own structures.It includes a survey of the different existing norms that regulate aspects in a generic way for all decentralized organizations. Likewise, a detailed study of the regulations applicable to the different entities allows us to analyze from a case methodology the characteristics and scope of decentralization in each one of them in order to reach a conclusion to identify those related to the faculty of design and approval of structures.The research seeks to generate a series of guidelines that serve as a con-tribution for the elaboration of a general concept of decentralization and for a normative systematization of the characteristics and legal re-quirements for the purposes of the approval of their organizational structures.
