Abstract

This paper presents the results of a study carried out between 2010 and 2016 on the problems of state management that occurred in public policy processes of the National State of the Argentine Republic between 2007 and 2015. Qualitatively reconstructing a set of thirteen processes, which covered various sectors, from primary and secondary sources, we isolated a set of situations and practices recurrent that more or less decisively hindered the alignment of results with purposes, and that we propose to call problematic patterns of public management. This exploratory study does not ascribe causes to these patterns; but it presents its most characteristic features and some educated guesses as to its relative importance. It also suggests that they reflect structural aspects of the country's state management, much more than conjunctural aspects of a government; and that understanding them better opens up possibilities for discussion of the challenges that state management represents at the national level in Argentina; as well as some state management challenges common to progressive reformism in developing democratic countries.
