EL DESAFÍO DE LA COOPERACIÓN Y LA COORDINACIÓN ESTATAL EN UN ESCENARIO ORGANIZACIONAL DIVERSIFICADO

Abstract

In recent decades there has been a process of expansion of state roles, as well as diversification of organizational forms that States have at their disposal to be able to assume these roles more effectively and efficiently. The expansion of the number and diversity of bureaucratic organizations can create a problem in terms of vertical and horizontal coherence (consistency between ends and means), cooperation (inter-organizational collaboration) and coordination of interventions (ordering of the sequence of interorganizational interventions). The article attempts to characterize this process of organizational diversification, and raises some of the difficulties that can be observed and some guidelines aimed at promoting greater coherence and cooperation.
