¿QUÉ PROVINCIAS SE BENEFICIAN DURANTE LOS PERÍODOS DE CENTRALIZACIÓN Y DESCENTRALIZACIÓN EN ARGENTINA?

Abstract

Do all provinces or states benefit during periods of decentralization? All subnational units suffer the same costs in times of centralization? If this is not the case, which are the districts that benefit and which are the most affected? The answers to these questions, this paper maintains, depend on the coalitions that are built between presidents and governors to carry out centralizing or decentralizing reforms. These depend, in turn, on partisan and structural divisions between the provinces. The work makes a brief analysis of the research background on the subject, analyzes some of the main events and historical processes during key periods and presents some conclusions and implications to conclude.
