The purpose of this paper is to analyze the main issues that were debated in Congress in relation to the creation of the Body, basically those referring to the need for the lawyers who advised and represented the State in the different agencies to line up around to a single conduction that would homogenize and unify the criteria based on which the aforementioned tasks were carried out in the National Public Administration. To this end, I will analyze the Statement of Motives of the law that was proposed, as well as the discussions that took place in the Chamber of Deputies and in the Senate, and that finally led to the sanction of Law 12,954.
