A proposal for inter-institutional articulation to guarantee ESCR

Abstract

The aim of this work is to make a proposal to achieve interjurisdictional coordination that allows guaranteeing citizens effective access to Economic, Social and Cultural Rights from a rights approach, based on the cross-cutting public administration model and a cooperative federalism. It constitutes a practical, down-to-earth, workable proposal in legal and budgetary terms, based on the theoretical framework, the legal system and my own experience depending on having worked for ten years in an institution competent in the field of ESCR, a Center for Access to Justice in the city of Córdoba.
