APUNTES HISTÓRICOS, CONCEPTUALES Y NORMATIVOS SOBRE SUS ORÍGENES, LA NECESIDAD DE LA CAPACITACIÓN QUE BRINDA Y SU FUTURO

Abstract

Pretending to analyze an institution that was born with the national organization - one of the few that remain standing throughout Argentine history that is not characterized by the constancy in the support and development of its organizations - is not an easy task and it would be impossible in a few veneers. For this reason, we do not intend to carry out a thorough and detailed analysis of the historical evolution of the Treasury Attorney General's Office (PTN), but we will start from the documents and investigations contained in its old Manual of Style, we will provide the normative evolution subsequent to those documents, we will describe the meaning and scope of the Corps of State Lawyers, to then focus on its School, stating that we will only highlight the fundamental milestones that allow us to explain its present and glimpse its future. The method we chose for this is to start with a brief description of the moment and the reasons for the birth of the Treasury Attorney, and try to answer a variety of questions: how and why did its powers evolve?; Is it reasonable in the 21st century to support the idea and existence of a Corps of State Lawyers? What is the reason and justification -or not- for this body to have a training school? How was the performance of the School of the State Lawyers Corps (ECAE) in its twenty-five years of life? Is its academic structure reasonable in accordance with the goals pursued or could they be satisfied by existing universities and academic institutions? The development of this work will try to answer these questions.
